Buying a used car in India without the right checks can mean inheriting loans, accidents, pending challans, and legal trouble. This checklist covers every verification you must do before handing over money.

Key documents to verify
Never pay the full amount before completing the RC check. At minimum, check the owner's name, hypothecation status, and insurance validity online before any money changes hands.
Watch for 'refurbished' odometers - a common scam where high-mileage cars are sold with a reset meter. Check actual tyre wear, seat condition, pedal wear, and service records to estimate real usage. A 3-year-old car with brand-new tyres that never shows a service record is suspicious.
Inter-state purchases (buying a car registered in a different state) add complexity: you need NOC (Form 28) from the seller's state RTO, re-registration in your state, and payment of your state's road tax. Allow 60–90 days and factor the additional tax cost into your budget.
Platforms like CARS24, Spinny, CarDekho (C2C), and OLX Autos offer inspection reports and some provide title guarantees. Buying through a certified used car platform adds cost but significantly reduces documentation and fraud risk.
Used Car Buying Checklist - In Order
Verify the RC online before visiting
Enter the vehicle number on GaadiInfo. Confirm: owner name matches seller, vehicle class and fuel type match the listing, no active hypothecation (loan), insurance validity date, PUC validity date. If the RC shows a lender, demand hypothecation removal first.
Check pending challans
Check the vehicle's pending challans on GaadiInfo's challan search. Outstanding challans block RC transfer. Either negotiate the seller pays them, or deduct the amount from the sale price and pay them yourself - but get it done before transfer.
Physical inspection - body and under the hood
Check for mismatched paint (indicates panel replacement after accident), uneven gaps between panels, rust under chassis, signs of flood damage (water marks on seatbelts, under carpet). Under the hood: check for oil leaks, coolant colour, belt condition, and any crude repairs.
Run a proper test drive
Drive at least 15–20 minutes. Test: cold start, gear shifts (manual: all gears including reverse; automatic: smooth transitions), braking at 60 km/h, AC cooling in 5 minutes, electrical (all windows, locks, lights, infotainment). Listen for rattles, vibrations, or exhaust smoke.
Check documents - physical
Demand originals: RC booklet, insurance certificate (valid), PUC certificate, service history records, spare keys. If any document is missing, it's a red flag. Never accept a photocopy of the RC - the RTO will reject it for transfer.
Negotiate and lock price with a sale agreement
Once satisfied, negotiate and get a signed sale agreement (sale deed) with date, price, vehicle number, chassis number, engine number, and both parties' signatures. This is your legal proof of purchase date - important for the 30-day RC transfer window.
Complete RC transfer within 30 days
Initiate RC transfer via the Parivahan portal immediately after purchase. Missing the 30-day window makes you legally liable for challans and legal notices under the old owner's name - even if you have the sale agreement.
Documents to Demand from Seller
Original RC (Registration Certificate)
Must be original, not photocopy. Verify it matches the vehicle's chassis and engine number.
Insurance certificate
Must be valid (not expired). Request transfer to your name within 14 days of purchase.
PUC certificate
Must be valid. An expired PUC means ₹10,000 fine if you're caught driving.
Service history records
Authorized service center stamps confirm mileage and maintenance. Lack of records is a red flag for tampered odometer.
Bank NOC / Form 35
Required if the car had a loan. Ensure hypothecation is removed before buying, or get the NOC + Form 35 to do it yourself.
Duplicate key + all accessories
Insist on the spare key. Missing accessories (mats, toolkit, spare wheel) reduce the car's value.
Sale agreement (signed)
Drafted on stamp paper. Includes: vehicle number, price, date, chassis number, engine number, seller's Aadhaar number.
